The American Bar Association Central European and Eurasian Law Initiative (ABA/CEELI) is pleased to announce the publication of its Human Trafficking Assessment Tool.
The Human Trafficking Assessment Tool is based on the UN Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children (“Trafficking Protocol”), and the relevant provisions of its host convention, the UN Convention Against Transnational Organized Crime.
ABA/CEELI’s Human Trafficking Assessment Tool measures a country’s de jure and de facto compliance with the Trafficking Protocol by analyzing relevant domestic legislation and government efforts to implement existing laws and policies.
The Human Trafficking Assessment Tool is an important resource for governments, donor organizations, and NGOs around the world because it identifies priority areas for reform and also provides examples of successful anti-trafficking initiatives. The tool also explains the obligations set forth in the Trafficking Protocol.
Additionally, the Human Trafficking Assessment Tool can be used to encourage collaboration among government officials and representatives from local and international NGOs in order to more effectively combat human trafficking.
The Human Trafficking Assessment Tool is the latest in a series of highly-regarded rule of law assessment tools developed by the ABA/CEELI. These tools assess judicial reform, legal profession reform, women’s rights, human rights, and prosecutorial reform.
