Oxfam GB Regional Fund to Support Pilot Initiatives in a Gender-Aware Anti-Trafficking Programme

Rationale

In recent years, the number of anti-trafficking responses has grown in the East Asia region and particularly in the Mekong sub-region. While many of these initiatives have focused on women and girls, they tend to assume more traditional “women in development” approaches rather than focusing on gender inequity, women’s empowerment and human rights.

In collaboration with the UN Inter Agency Project Against Human Trafficking, Oxfam Great Britain is interested in supporting innovative pilot initiatives that explore the relationships between gender inequity and trafficking, improve the situation of trafficked persons, and identify ways in which gender-based vulnerabilities can be reduced or eliminated. Such initiatives should be practical and field-based but should also have a strong learning component and document lessons-learned. Given the small nature of the fund, initiatives may need to be integrated with on-going activities that are not already supported.

Objectives

  • Supporting innovative, small-scale initiatives to promote gender equality and gender awareness in anti-trafficking responses
  • Contributing to the understanding of both Oxfam GB and regional anti-trafficking community

Nature of projects

Eligible submissions would include:

  • demonstrated anti-trafficking experience and a current anti-trafficking programme
  • undertaking of actual anti-trafficking field activities that contribute to social change
  • basic gender analysis of current programme
  • introduction of new approaches, design, activities etc. to engender current anti-trafficking programme or initiate gender aware sub-projects/programmes
  • sound and appropriately resourced implementation plan
  • sound monitoring, evaluation and documentation methodology to assess and record learnings from the project
  • participatory planning, implementation and management
  • openness to technical input from Oxfam

Activities can include:

  • gender analysis and planning
  • action research and other participatory approaches
  • training
  • documentation (within limits)
  • Maximum available per grant: up to US$10,000 (total value of 2004 fund: $30,000)
  • One-time grant
  • Maximum duration: 12 months

Who can apply?

Both government and non-government organizations from East Asia can apply. Government organizations including central, provincial, district and community level organizations. Non-governmental organizations include INGOS, local NGOs, CBO’s and mass organizations

What kinds of projects and activities are not eligible?

  • procurement of goods and equipment only
  • academic studies and trips abroad

Applicants are recommended to contact OGB prior to submission with one-page summary of project idea to confirm eligibility

Selection process

Proposals are screened against a standard checklist of criteria. An independent board decides upon the best proposal to be approved against the criteria and a budget analysis based on OGB financial critieria. Successful applicants will be notified by Oxfam GB, by Friday February 13, 2003.

Reporting process

Detailed Financial report against agreed budget with original receipts
Narrative report against Aim, objectives, activities and outcomes including judgement on impact and section on lessons-learned
