UNICEF activities include capacity-building of the government in legal and social protection through technical and financial assistance, including policy and regulatory framework development. Provide technical assistance and funding for local and international organizations combating trafficking; establishes comprehensive community-based child protection networks for prevention and protection of children-at-risk as well as reintegration and rehabilitation of children and community awareness.
Currently, there are active Provincial Child Protection Committees (PCPC) and Community-Based Child Protection (CBCP) networks established in two provinces: Prey Veng and Svay Rieng. It assists the Cambodian Bar Association's special legal team to represent children in court. In addition, UNICEF supports capacity-building activities in the fields of monitoring and evaluation, social work, law enforcement, advocacy and awareness raising. It also supports the Ministry of Social Affairs for the implementation of the Memorandum of Understanding (MOU) signed between Cambodia and Thailand on bilateral cooperation for eliminating trafficking in children and women and assisting victims of trafficking.
Certain programme components are nationwide while others are in Battambang (Kamrieng district), Bantey Meanchey (Ou Chrov district), Phnom Penh, Prey Veng (Ba Phnum and Kampong Trabaek districts), Svay Rieng (Kampong Rou, Romeas Haek, Svay Teab and Svay Chrum districts.
The UNICEF programme in Cambodia addresses the most serious threats to the fulfillment of children's and women's rights. The major priorities of the Country Programme are:
One UNICEF program being successfully implemented on the Thai-Cambodian border involves drop-in centers where children are given shelter and taught basic skills to break the cycle of poverty.
