The United Nations originally created a human rights office during the United Nations Transitional Authority in Cambodia (UNTAC), the Office of the Human Rights Component. After UNTAC phased out, the Cambodian Office of the High Commissioner for Human Rights (COHCHR) was created in conjunction with the U.N. Special Representative of the Secretary-General for Human Rights. The COHCHR's main office is in Phnom Penh with several provincial offices providing human rights monitoring, education, investigation, and support to local NGOs. The provincial offices also engage in human rights training of the police, gendarmerie, and the armed forces. Offices in some provinces also provide judicial mentors to advise the courts.
The COHCHR is concerned with a wide range of gender-related issues, from the participation of women in the political sphere and their health and education, to the problems of sexual exploitation and domestic violence.
By supporting Cambodian women’s NGOs and other organisations working on gender-related issues through funding and technical assistance, the COHCHR works at building the foundations for a stronger civil society. Through its continued dialogue with local human rights NGOs, the COHCHR is advocating women’s rights as an essential component of human rights. The COHCHR is now in the process of developing a women’s rights project to help NGOs integrate women’s rights in all their programmes and activities.
