Activities

The first anti-human trafficking project the Global Programme against Trafficking in Human Beings entitled "Coalition against Trafficking in Human Beings in the Philippines", was initiated in 1999 by UNODC and UNICRI with support from the United States and the Australian Institute of Criminology (AIC). The project was completed in October 2003 and served as a pilot project with the aim to develop a set of core elements that would be replicable and could be used as standard components for technical assistance. It has produced the following outputs:

a) Research and analyses: a rapid assessment document, an analysis of police prosecution cooperation, an analysis of the legal and social conditions of victims/witnesses of trafficking and the creation and development of standardized research tools;

b) Criminal justice responses: the establishment of a national coordination mechanism, an awareness-raising and basic-training component for law enforcement officers, guidelines on investigation and prosecution of cases, formulation of recommendations for the protection and support of victims and witnesses and development of a database on organized criminal involvement in trafficking;

c) Based on the project's results, a National Action Plan (covenant signed, the Plan) against trafficking in human beings has been formulated. Government agencies have asked for follow-up activities. A project on victim support will be drafted on the basis of the analysis of the victim/witness analysis. It is intended to use the national action plan and the research results as the basis for the formulation of follow-up activities.

Following the pilot project above, the new project "Support for Victims /Witnesses of Trafficking in Human Beings in the Philippines" was launched in October 2003. In August 2003, the Government of Japan and the United Nations decided to extend a total of $243,960 of assistance through the Trust Fund for Human Security to the project to be implemented by the United Nations Office on Drugs and Crime (UNODC). The objective of the new project is to make support services available for victims/witnesses of human trafficking, to support structures to prevent re-victimization and to re-integrate victims into their community. Activities include the establishment of rehabilitation centres to assist victims in the restoration of their physical and mental well-being and the provision of vocational training to victims.
