ILO Manila undertakes programs to improve health and safety consciousness, eliminate extreme forms of child labor and provide safety nets for marginalized workers.

ILO/IPEC is cooperating with an NGO, the Visayan Forum Foundation, to operate a Halfway House which identifies and shelters at-risk children. The halfway house also introduces multi-sectoral services to victims at the point where they are most vulnerable.

In FY 2003, ILO funded a number of anti-trafficking and pro-child development projects in the Philippines. In the North of the Philippines, there was a project to prevent and protect children in the tourism, entertainment and hotel industries, which is ongoing. The cooperating partners are the Department of Labour and Employment (DOLE), the Department of Social Welfare and Development (DSWD) and the Department of Tourism.

Second, ILO funded a conference on strengthening interregional linkages to address child trafficking within the Philippines in cooperation with the DOLE (Regional Office in Manila). Third, ILO mobilized the community for the protection and rehabilitation of prostituted girls in cooperation with Childhope.

Fourth, ILO funded a shelter care and outreach program for girls at risk in cooperation with RGS. Fifth, ILO, in cooperation with ICCB, funded a research project for the improvement of rehabilitation mechanisms of prostituted children. Sixth, in cooperation with Kamalayan Development Foundation, ILO funded a relief and rehabilitation project for victims of trafficking. Seventh, ILO funded educational seminars on trafficking in cooperation with STOP Trafficking of Filipinos.

The U.S. Department of Labor/International Labor Affairs Bureau (DOL/ILAB) funded ILO/IPEC US$5 million to help the Philippine's government implement the Timebound programme beginning in 2002. The purpose of the Timebound Programme is to attempt to eliminate the worst forms of child labor in that country. For the Philippines it has been identified as sexual exploitation, quarrying, and mining.
