In the Philippines, the Asia Foundation supported Pulse Asia in conducting research that helped launch an advocacy campaign for drafting a law on trafficking --the Anti-trafficking Law was passed in May 2003. The Foundation will collaborate with the government's newly-established coordinating body, the Inter-Agency Council Against Trafficking (IACAT), to monitor implementation of the law.
In the Philippines, The Asia Foundation is also supporting two Visayan Forum Foundation halfway houses in the ports of Manila and Davao. The halfway houses provide services to intercepted victims of trafficking, including temporary shelter, repatriation, referral, and telephone hotline counseling. Visayan Forum Foundation also raises awareness of trafficking among passengers and employees in the port community, and holds seminars among shipping companies, the coast guard and porter associations, which have led to the formation of an inter-agency anti-trafficking task force to prevent trafficking and protect trafficked persons in the Manila port.
