The Council for the Welfare of Children (CWC) is the primary Philippine government agency mandated, among others, to coordinate programs and interventions among government and non-government institutions that have a stake in the welfare and development of Filipino children.
The CWC serves as the coordinating council to line agencies with programs and services for children. Its board members include the Departments of Health, Education, Social Welfare & Development, Interior & Local Government, Labor & Employment, Justice, and Agriculture, National Nutrition Council, National Economic Development Authority, CWC and three private individuals, one of whom is a youth. It also has an existing functional network with non-governmental organizations focused on children.
To respond more readily and strategically on the emerging issues that inhibit the Filipino children from fully enjoying their rights, the Council for the Welfare of Children coordinates Task Forces (TFs) and Sub-Task Forces (STFs). Specifically, the Council has a Task Force on Children in Need of Special Protection (TF-CNSP), which is further divided into sub-task forces. One of which is the Sub-Task Force on Sexual Abuse & Commercial Sexual Exploitation of Children (STF-SACSEC) that deals with issues & problems on the exploitation of children for sexual purposes and/or trafficking.
On Sexual Abuse & Commercial Sexual Exploitation of Children
Planning, legislative agenda and research agenda identification are among the activities that each TF or STF undertakes. Aside from the regular meetings of the STF-SACSEC, the said structure is also currently preparing the national data for the CSEC Info, a software created by UNICEF to monitor and provide ASEAN nations a clear and realistic picture of the CSEC situation - initially, on their respective national scale and ultimately, on the ASEAN scale.
In order to adopt the said monitoring system in the country & start the data gathering for the CSEC Info, the STF had reviewed the list of indicators and identified the agencies which may provide data for each of these. Questionnaires were prepared & sent out to the identified agencies, and the retrieved accomplished data sheets shall now serve as reference for the initial inputting of data into the CSEC Info software.
Being a policy-making institution, reported cases to the Council with regard to sexually abused and/or trafficked children are referred and coordinated with appropriate line agencies, such as the Department of Social Welfare and Development and/or other concerned law enforcement agencies, like the Philippine National Police or the National Bureau of Investigation for appropriate action.
