The Philippine Overseas Employment Administration (POEA), as a member of the Inter-Agency Council Against Trafficking, undertakes to provide education, information dissemination campaigns and free legal assistance to victims of trafficking in persons in the guise of overseas employment.
Pursuant to this, pre-employment orientation seminars are regularly conducted for potential overseas workers. Free legal advice and assistance in the preparation and filing of administrative and criminal actions for trafficking in persons, as well as assistance in the prosecution of persons who engage in, promote and facilitate trafficking in persons, are also provided by POEA.
The POEA also regulates private sector participation in the recruitment and overseas placement of workers through its licensing and registration system. It also assists in cases of repatriation of workers recruited and deployed by licensed agencies, and imposes sanctions on agencies for failure to cooperate. Pursuant to this regulatory power, POEA imposed sanctions upon licensed agencies which refuse to cooperate in providing welfare assistance to OFWs they have deployed and who also have been trafficked.
