Activities

The Deputy Commissioner of the Immigration Bureau oversees the investigation Unit & Immigration Detention Center.

The Bali Conference on People Smuggling, Trafficking in Persons and Related Transnational Crime was held in February 2002. Representatives from 38 countries within the Asia-Pacific region attended the Conference, as well as 15 extra-regional observing countries.

In the Co-chairs' statement, it was agreed to establish a follow-up mechanism involving an ad hoc meeting of experts, with the voluntary participation of officials from the respective participating countries, to take concrete steps to implement the recommendations of the Conference and coordinate action that the region could take to combat people smuggling, trafficking in persons and other forms of related transnational crime.

It was decided that two Ad Hoc Experts' Groups would be created as a follow up to the first Bali Conference. The first Ad Hoc Experts’ Group on Regional and International Cooperation is led by John Hayes, Director, UN and Commonwealth Division, New Zealand Ministry of Foreign Affairs and Trade. The Group has been established to focus on information exchange.

The second Ad Hoc Experts' Group on Policy Issues, Legislative Framework and Law Enforcement is chaired by Pol. Maj. General Krerkphong Pukprayura of the Immigration Bureau, Royal Thai Government. It is mandated with convening targeted follow-up workshops/meetings aimed at achieving concrete results.

With regard to the Bali Ministerial Process on People Smuggling, Human Traffic, and related Transnational crime, the Thai Government with agreement by the co-chairs of the Process, Australia & Indonesia, have designated the Deputy Commissioner to act as Coordinator for International & Regional cooperation, law enforcement, and border management & travel document fraud.

New Zealand is the other coordinator looking after Legislation & International Policy co-ordination. Future activities for law enforcement are to be a "Child Sex Tourism" seminar to be hosted in Bangkok in November 2005, an "Immigration Data Intelligence" seminar to be held in Singapore early 2006, and a "People Trafficking Targeting" meeting to be held in Istanbul early 2006.

The Immigration Bureau also works with government-run shelters, such as Baan Kredtrakarn in Nonthaburi, to facilitate safe repatriation of foreign victims of trafficking in Thailand.
