The Ministry of Foreign Affairs researches instances of human rights violations.
On June 17, 2003, the Government of Japan and the United Nations (UN) decided to extend a total of US$506,669 in assistance through the Trust Fund for Human Security to the project "Girls' Education and Community Development for Awareness Raising and Prevention of Trafficking of Girls in the People's Democratic Republic Laos" to be implemented by the United Nations Children's Fund (UNICEF). The purpose of this project is to prevent and reduce trafficking in young girls in three provinces (Khammouane, Savannakhet and Saravan) on the border with Thailand in the Lao PDR where the incidence of transnational trafficking is high. Activities include teacher training to improve the quality of basic education, awareness-raising in the communities to improve knowledge of the dangers of trafficking, and strengthening the capability of institutions related to social services for the early intervention and prevention of trafficking. This project is expected to empower individuals who are threatened by trafficking in Laos and to strengthen protection measures through community cooperation.1
The Government of Japan hosted the International Symposium on Trafficking of Children jointly with the United Nations Children's Fund (UNICEF) on February 20 - 21, 2003 in Tokyo (United Nations University).
This Symposium discussed the trafficking of children, or one of the problems of CSEC, Commercial Sexual Exploitation of Children, as the main topic as a follow-up to the Second World Congress against CSEC, which the Government of Japan held in Yokohama, in December 2001 in cooperation with UNICEF and two NGO groups.21 www.mofa.go.jp/announce/announce/2003/6/0617.html
