The Gender Equality Bureau was established in 2001 within the Cabinet Office and given responsibility for planning and coordinating the gender equality policies of the Japanese Government as a whole. By strengthening the national machineries, policies on gender equality are being implemented under the leadership of the Cabinet Office.
The Gender Equality Bureau compiles an annual report (white paper), undertakes studies and research, publicizes and promotes the Basic Law for a Gender-equal Society, enlightens the public about the Law and cooperates with local governments, NGOs and international organizations.
In 2004 the Gender Equality Bureau of the Cabinet Office conducted a campaign to heighten public awareness of violence against women including trafficking.
The Gender Equality Bureau of the Cabinet Office is a member of the Inter-Ministerial Liason Committee (Task Force). The Inter-Ministerial Liaison Committee (Task Force), established in April 2004, coordinates with the international community in order to advocate for measures that prevent and eliminate trafficking in persons and protects victims of trafficking.
The Task Force also implements the National Action Plan on Measures to Combat Trafficking in Persons. It consists of a comprehensive range of measures centered on the prevention of human trafficking including the strengthening of immigration control; the punishment of the perpetrators of human trafficking through a revision of the Penal Code and strengthened enforcement; and victim protection such as protection in shelters.
