Strengthening the Initiatives of Government, NGOs & Trade Unions Against Human Trafficking (SIGHT): A SOLIDARITY CENTER & ICMC COUNTER TRAFFICKING PROGRAM

The trafficking of women and children for domestic servitude, sexual exploitation and other kinds of oppressive and exploitive situations has become an increasing abuse of human rights in Indonesia. Women and children are particularly vulnerable due to increasing poverty, a lack of education, and cultural traditions. Out of respect for human dignity and the struggles of those who migrate in search of work, Solidarity Center and the International Catholic Migration Commission (ICMC) seek the elimination of exploitation of vulnerable people. To that end, Solidarity Center & ICMC continue efforts started through a previous program in October 2001 to counter trafficking of Indonesian women and children by working in partnership with government, NGOs and trade unions to implement prevention programs, provide services to victims, and improve counter-trafficking policies, legislation and law enforcement.

Through a two-year program funded by USAID (September 2004-September 2006), Solidarity Center & ICMC are working in ten Indonesian provinces on the following program components:

  1. Support to NGOs and Trade Unions implementing projects to prevent human trafficking or providing services to victims of trafficking.
  2. Promotion of Safe Migration through assistance to Ministry of Manpower officials and all stakeholders seeking effective public policy solutions to complex migration problems that increase the likelihood of human trafficking.
  3. Strengthen Capacity for the Return, Recovery, and Reintegration of Victims by working with Government and NGOs to establish common, minimum standards for shelters (particularly in Indonesian Embassies and Consulates abroad) and to help build wider networks of service providers at recovery and reintegration stages.
  4. Support to National, Provincial and Local Government to assist in the passage of Anti-Trafficking Legislation, to build inter-governmental Task Forces in provincial and local areas, to strengthen law enforcement efforts, and to work with civil society to provide protection services for victims and prevention projects for vulnerable groups.
  5. Enhance Coordination and Information Sharing on Trafficking Issues to increase the effectiveness of Government and civil society to counter trafficking as well as to increase the public's understanding and awareness of the problem, including media campaigns and training, support, and organizing of public and media events for the National Spokesperson in the Campaign to Eliminate the Trafficking of Indonesian Women and Children.

Indonesian television personality Dewi Hughes is the National Spokesperson in the Campaign to Eliminate the Trafficking of Indonesian Women and Children. Ms. Hughes was recently recognized in the 2005 Department of State Trafficking in Persons Report as a, "Hero Acting to End Modern-Day Slavery."2

The Solidarity Center/ICMC program in Indonesia is supporting a new website: www.stoptrafiking.or.id. In addition, in July 2005 the Solidarity Center/Indonesia released a new Video Training & Campaign Kit on understanding and combating trafficking in persons.
