PART II-POWERS OF THE MINISTER

3. Appointment of a Social Welfare Officer as a Protector.
Without prejudice to section 2, the Minister on being satisfied that it is expedient so to do, may appoint by notification in the Gazette any person holding office as a Social Welfare Officer to exercise the powers and perform the duties of a Protector under this Act subject to such conditions as may be specified in the notification.

4. Minister may establish place of refuge.
The Minister may be order establish or appoint such places of refuge as may be necessary for the purposes of this Act.

5. Boards of Visitors.
The Minister may appoint for one or more places of refuge a Board of Visitors to perform such duties and functions as the Minister may by rules prescribe and to advise and make recommendations to the Director General on such matters as the Director General may refer to it.

6. Rules.
The Minister may make rules generally for carrying out the provisions of this Act, and without prejudice to the generality of such powers may make rules providing for -
(a) the forms to be used for the purposes of this Act;
(b) the administration of a place of refuge including care, detention, discipline, discharge and aftercare, temporary absence, maintenance, education and training of female persons detained under this Act;
(c) the manner and conditions in and under which the powers conferred by this Act shall be exercised by the persons on whom such powers are conferred.
(d) The manner under which a female person committed to the care of a fit and proper person may be protected and the duties of such fit and proper person in taking care of the female person;
(e) the composition, duties, functions and procedure of conducting the business of Boards of Visitors; and
(f) matters required to be prescribed under this Act.
