Date: 10-11 November 2004
Venue: Seoul, Korea
Host: Government of the Republic of Korea
Co-hosted by the Korean Ministries of Gender Equality and Justice and in close co-operation with International Organization for Migration, the meeting was the second of three such events hosted by South Korea, which in September 2004 introduced two important pieces of legislation to crack down on the sex trade and protect victims. In September 2003, some 300 counter trafficking experts from the region and worldwide met in Seoul to discuss "Prevention of International Trafficking and Promotion of Public Awareness Campaigns."
Topics under discussion included identification of victims; referral systems and security of victims; legal assistance; reception centres in destination countries; public awareness campaigns; health and trafficking; and return, reintegration and rehabilitation of victims. Speakers included counter trafficking experts from Belgium, Cambodia, Italy, South Korea, the Philippines, Thailand, Vietnam, the United Kingdom and Uzbekistan.
The meeting also addressed follow-up to the Bali Ministerial Conference on People Smuggling, Trafficking in Persons and Related Transnational Crime held in Indonesia in February 2002. IOM acts as the Secretariat for the so-called Bali Process (www.baliprocess.net) created by the Conference, which was attended by representatives of 38 countries in the Asia-Pacific region.
