1. UNIAP Regional Inter-Agency Strategic Planning Retreat in Bangkok
From 10 to 14 March 2007 UNIAP staff members from all offices (Cambodia, China, Lao, Myanmar, Thailand and Vietnam) took part in a four-day strategic planning retreat at the Amari Watergate Hotel in Bangkok. Discussions revolved around the direction of Phase III of the project including the COMMIT Workplan and some new initiatives. Regional representatives of ARTIP, ILO, IOM, SCUK and UNICEF presented at many sessions reflecting the inter-agency nature of the project. Donors were invited to provide feedback at a special donors forum.
2. UN Country Team Visit Koh Kong and learn about trafficking
On 28 and 29 of April, Mr Douglas Gardner, Resident Representative of the United Nations in Cambodia, led twenty people from the UN Country Team including representatives from UNIAP, UNDP, UNFPA, UNICEF, UNOHCHR, ECCC, FAO, WFP, UN-Habitat and the UN Resident Coordinators Office to Koh Kong for a field trip. The team visited many different projects administered by the UN Country team and its partners in Koh Kong. UNIAP organised the representatives from the UN Country Team to meet with Legal Support for Children and Women (LSCW) to hear about the trafficking situation in Koh Kong and Thailand. The team met with 3 male victims of trafficking and heard their horrific stories of being trafficked onto fishing boats in Thailand. The UN Country Team was grateful to have met the men and hear their stories and learn about the good work LSCW were conducting.
3. Training for Specialist Trainers on Responses to Human Trafficking – 17-23 May, 2007
Twenty-five high level government officials from 7 ministries and 2 national committees participated in a 6 day Training for Specialist Trainers on Responses to Human Trafficking from 17 to 23 of May. The six day course covered many modules including training methodology and revisions of the prevention, protection, prosecution and policy sections of the regional training course conducted by UNIAP. The training of trainers was the first step in adapting the UNIAP regional training program on human trafficking to the national context. The participants of the training will be trainers in future planned national training courses.
4. First Annual GMS Regional Counter-Trafficking Operation Coordination Meeting
Regional and national level representatives from ILO, IOM, UNICEF, and UNODC met at the first annual UNIAP GMS Regional Operation Coordination Meeting on 7-9 May in Bangkok. The UN agencies discussed their unified strategy for combating trafficking and supporting the governments in their efforts to implement the COMMIT Sub-regional Plan of Action (COMMIT SPA). The agencies coordinated their regional and national work-plans to ensure a more effective allocation of resources for combating human trafficking to facilitate a more united front in supporting the priorities identified by GMS governments.
5. UNIAP Project Steering Committee Meeting
On 28-29 May COMMIT representatives from the six governments in the Greater Mekong Sub-region, national and regional UNIAP staff and UNIAP donors and management board representatives met to discuss the progress and future of UNIAP at the UNIAP Project Steering Committee Meeting. UNIAP aims to make a tangible and sustained impact on human trafficking in the Great Mekong Sub-region (GMS) through continued advancement of a more cohesive, strategic and incisive response. UNIAP will move into phase III of their project (extending until the end of 2009) and will continue to provide 7 key services to the sector-at-large: Coordination; Information and analysis on trafficking patterns, trends, and programs – a ‘research & development’ role; Technical assistance; Capacity building; Development & piloting of innovative responses; Advocacy; with a new focus on monitoring & evaluation throughout the sector.
6. National Taskforce Meetings – May 8 & May 25, 2007
The New National Taskforce to implement Agreements, Memoranda of Understanding between the Royal Government of Cambodia and Relevant Countries on the Elimination of Trafficking in Persons and Assisting Victims of Trafficking have been regularly meeting over the past month to clarify their structure roles and responsibilities. Please see attached the minutes to the meetings for your perusal.
7. Children’s Helpline Consultation Meeting – May 31, 2007
Over 150 stakeholders from the Government, UN Agencies, NGOs and civil society participated in the first National Children’s Helpline Consultation Meeting on 31 May, 2007. The meeting presented the findings of the Needs Assessment Survey Report for a Child Helpline in Cambodia. With powerful presentations from members of the community such as children and monks, the meeting acknowledged the need for Children’s Helpline in Cambodia and fostered partnerships necessary to ensure its success.
